Both organisational structures and pedagogical models for an ICT based Virtual Learning Institute will be addressed. Guidelines for implementation and dissemination will be discussed as well as the marketing of NICT based organisations. Examples will be drawn from the European research projects MECPOL and Do ODL and be presented by researchers from the UK, Norway and The Netherlands.
